Circumstances: Joe went missing from Dugway Proving Ground Utah on May 8th 2011. The biggest update in the search for him came six days later when the borrowed car he was driving was found in a ravine off a gravel road some distance from the military post. Some distance away, Bushling's hat was also found.
But that is the only substantive update officials have talked about since.
Tooele County Search and Rescue has a search planned Sunday, according to the Sheriff Frank Park. Dugway spokeswoman Paula Thomas said Wednesday that Dugway personnel would assist in a county-led search.
'Soldiers and civilians may search any time on non-duty hours,' she added. 'There are no new findings to report from Dugway.'
Bushling's parents live in Russellville, Ark., and Rep. Steve Womack, R-Ark., has weighed in on behalf of the family and spoke Wednesday with Dugway commander Col. William E. King IV.
The congressman said he is privy to theories investigators have spelled out to him, but he's not going to pass on their speculation.
'I'm not a law enforcement guy or a detective, but I've seen enough on TV to know that until you know otherwise, you put everything on the table. Everything is suspect. Everything has to be followed.'
Womack said he is also a former city mayor and a retired Army colonel, so he understands the needs and concerns of the 'alphabet soup' of government entities that have a hand in the search.
In this case, there are plenty. Bushling's Army command is based in Fort Carson, Colo., which has assigned an investigator. Bushling was assigned to Dugway Proving Ground, which has searched inside the military post. Civilian searches outside Dugway have been led by the Tooele County Sheriff's Office. His hometown is in Arkansas.
Kevin Bushling, the missing soldier's father, has said he is concerned that no single entity has enough motivation to find his son to keep the search active. He does not expect to find his son alive, but he does want to know if the reason his son has not been found is because someone in authority dropped the ball.
'Only finding the car and the hat — it certainly doesn't give a real good indication that this is going to come to a happy ending,' the congressman said. But he has not seen any evidence of incompetence or a cover-up in the search effort. He also stops short of expressing a conclusion that Bushling has perished.
'Like any good made-for-TV sort of episode like this, sometimes you can be surprised. Just when you think you have a pretty good feeling for where you think things are going, it takes a dramatic turn,' Womack said. 'I think it's important for people to let the investigation unfold, let authorities pursue the possible trails this could take us down, and continue to search for the young man.'
