Circumstances: Downer was last seen on 06/10/09. A neighbor had not seen him for 3 weeks and reported him missing. When officers arrived at his home it appeared he would be coming back. Food had started to spoil on the kitchen counter. There were no signs of foul play. His vehicle was later located parked at a local park in a remote area of the county. It is possible that he left the vehicle to hike the area. He had problems with balance, but for the most part was in good health. Search and Rescue teams were unable to locate Downer in the area.
